Every outreach class opens with the same required hour: what OSHA is, what your employer owes you, and how to file a complaint. Expect the General Duty Clause — a workplace free of recognized hazards likely to cause death or serious harm — plus your right to see the injury log and your own exposure records, and the ban on retaliation for raising a safety concern. The trap is assuming OSHA gives workers a right to hazard pay or to walk off any site at will. Neither is in the OSH Act; filing a complaint, refusing genuinely imminent danger, and asking for records are.
Falls get more mandatory time than anything else — at least an hour and a half of the four-hour Focus Four block — because most construction fatalities are falls, and fall protection (29 CFR 1926.501) headed OSHA's list of most frequently cited standards in fiscal year 2024. The number to know cold is 6 feet: an unprotected side or edge that high needs guardrails, safety nets, or a personal fall arrest system. The near misses are what cost people points — 4 feet in general industry, 10 feet on scaffolds, 15 feet for connectors in steel erection.
Temporary power, damaged cords, and overhead lines. Jobsite receptacles that are not part of the building's permanent wiring need ground-fault circuit interrupters — or the alternative candidates forget, a written assured equipment grounding conductor program. Remember which device protects what: a GFCI protects the person, a breaker protects the circuit. Overhead line clearance, grounding and lockout/tagout finish the area — the same rules turn up from the licensed side in C-10 Electrical practice.
Falling objects, swinging loads, flying fragments and vehicles. A truck with an obstructed view to the rear may back up only with a reverse alarm audible over site noise or a spotter signalling that it is clear. Hard hats, toeboards and debris nets, and staying out of the swing radius of equipment all live here.
Trench cave-ins dominate this quarter. In soil that is not stable rock, a protective system — sloping, benching, shoring, or a shield — is required at 5 feet of depth; a ladder, ramp or stairway within 25 feet of lateral travel is required at 4 feet; a competent person inspects the excavation daily and after rain. Unguarded rotating parts and pinch points on equipment make up the rest.
Matching the protection to the hazard, inspecting it, and who pays for it. The employer buys the PPE needed to comply with the construction standards; the narrow exceptions are non-specialty safety-toe boots and non-specialty prescription safety glasses that workers are allowed to wear off the job. Harness inspection and eye protection come up constantly.
The quieter half of the curriculum: respirable crystalline silica from cutting and grinding masonry (50 micrograms per cubic meter as an 8-hour average once you are outside Table 1's listed tasks and controls), noise, lead, asbestos, and hazard communication with its labels and safety data sheets. The habit of reading a label and knowing the exposure limit carries straight over to EPA 608 practice if you also handle refrigerants.
Beyond the required core, trainers must add elective hours from OSHA's published list: scaffolds, stairways and ladders, excavations, cranes and rigging, fire protection, permit-required confined spaces, materials handling, hand and power tools, welding and cutting. That is why two OSHA 10 classes can feel different — the required six hours are fixed, the remaining hours are the trainer's choice for that audience.
The Outreach Training Program is voluntary and it is not an exam: OSHA does not test or license construction workers, and its own FAQ states that a student course completion card is not considered a certification or license. An authorized trainer — authorized, not certified, and required to re-qualify every four years — may teach at most 7.5 contact hours a day and must issue your card within 90 days of the class. OSHA does not require testing; a trainer may give one and decides whether you completed the class. Construction cards never expire, and outreach training does not satisfy the job-specific training your employer owes you under OSHA standards. This course is 250 questions in 5 blocks, roughly one per stretch of the curriculum: OSHA basics and recordkeeping, falls and access equipment, electrical and tools, struck-by and caught-in, then PPE and health hazards. At 25 questions a day that is ten days, or two weeks with a second pass over whatever you missed. Read the explanation on every wrong answer, because the numbers are what stick and what a foreman actually asks you on a Monday morning: 6 feet, 5 feet, 3 feet, 8 hours.
