Exam structure, topics, who needs it and official resources.
Florida does not issue journeyman plumber licenses at the state level: counties and municipalities do, under Florida Statutes 489.1455, and many of them test candidates through Global Independent Testing Services (GITS). Its Journeyman Plumber exam, PBE1A, is 75 questions in 3 hours, open book, with 75% needed to pass. The questions come from 17 subjects — from administration and definitions to vents, developed length and isometric analysis — and the main reference is the Florida Building Code, Plumbing 2023. Practice it in the free sample above: no sign-up, with a written explanation on every question.
GITS's information sheet describes the journeyman plumber as someone qualified to install, repair, maintain or extend any plumbing system — waste drains, vents, water supply and fixtures — and the gas piping and appliances connected with it, working under the supervision of an Unlimited Master Plumbing Contractor. In Florida that license comes from a county or a city, not from the state board. Florida Statutes 489.1455 lets counties and municipalities license a journeyman who scored at least 75% on a proctored exam approved for the trade, finished a registered, state-approved apprenticeship or at least 12,000 hours of training on the job in the trade, and completed the advanced module courses approved by the Florida Building Commission (or shows proof within 6 months). The same section makes every county and municipality recognize a journeyman license issued by another one in Florida. GITS lists the counties that use or accept its scores for construction licensing — Broward, Palm Beach, Pinellas, Duval, Hillsborough, Lee and others. The All-Counties sheet is PBE1A; Broward (PBE1B), Palm Beach (PBE1C) and Pinellas (PBE1Pi) issue their own versions with the same outline and references and a different paragraph on scope and eligibility. You apply to your county or city licensing agency first; GITS schedules the exam once it has the agency's approval.
The sheet gives the number of questions for each subject: Administration 3, Definitions 4, General Regulations 5, Traps 3, Cleanouts 4, Interceptors 3, Fixtures 8, Hangers and Supports 3, Indirect Waste 2, Water Supply 7, Water Heater 3, Drainage 5, Vents 6, Storm Drains 2, Trade Knowledge 7, Developed Length 3 and Isometric Analysis 7. Read it as a plan. Nearly half the exam — 35 questions — is the drainage side: traps, cleanouts, interceptors, indirect waste, drainage, vents, storm drains, developed length and isometrics, which are solved with the fixture-unit, slope, trap-arm and vent-sizing tables of Chapters 7 and 9. Fixtures, water supply and water heaters add 18 more, with Table 403.1 fixture counts and the Chapter 6 tables. Trade Knowledge covers joints and materials, plumbing arithmetic such as offsets, grade and pressure, and jobsite safety from 29 CFR 1926. Administration questions sit on Chapter 1 of FBC-Building, because Chapter 1 of FBC-Plumbing hands permits and inspections to it.
The approved references on PBE1A are the Florida Building Code (Plumbing) 2023, Plumbing Technology: Design and Installation (Lee Smith, 2nd ed., 1994), Plumbing (L.V. Ripka, 1994) and the Code of Federal Regulations, Title 29, Part 1926 (OSHA), 2010. GITS's FAQ allows those references and a non-programmable calculator; the only writing allowed is on the exam itself, notes are seized and books are checked for writing. GITS also says the local building departments it tests for review and approve its questions, except the estimating and sizing questions, which carry all the information you need. The Florida Building Commission's workplan sets the 9th edition of the code (2026) to take effect on December 31, 2026; no date has been announced for moving the county journeyman exam to it, so check the reference list on the current GITS sheet before you buy books. Open book helps with look-ups, not with speed: 180 minutes for 75 questions is 2.4 minutes each, and the isometric and developed-length questions take longer than that.
Once GITS receives your approval from the licensing agency, it calls you to set a date, or you can call it; Palm Beach County candidates start by emailing GITS. Registration needs your driver's license and a credit card, and an admission letter arrives by mail or email; arrive 15 minutes before the start time it gives. GITS offers online testing from home or an office with a camera and microphone through contracted proctors, 7 days a week with 72 hours' notice, and onsite testing in Fort Myers, Miami, Tampa, Ocala, Boca Raton and Davie. Its fee page lists $100 for a 3-hour exam in Florida ($80 in Broward County), plus a site or proctor fee. On language: GITS's fee page says you may request the exam in Spanish when you schedule it, for an extra $25; its scheduling FAQ adds that some licensing agencies must approve a non-English exam first — ask your agency before you apply. GITS does not issue the license: the sponsoring agency does, and other localities that reciprocate require 75% or higher.
